Late-stage talks on the law were being held in Brussels to find a set of rules agreeable to both the European Parliament and the Council of the EU. The deal was made in the nick of time, just over one day before France would have had to cede control over talks to the Czech Republic. The Czech Republic is currently the only member of the 27 member states in the EU which is currently chaired by France. France has been forced to hand control of the talks to Czech Republic, which is also chaired by the EU's 27-member member state, in the hope of securing a deal on a new EU-widewide agreement on the EU code of conduct. The agreement was reached in the last minute of the last day of negotiations in Brussels. Source
